Horse manure

So, I can get horse manure from a local farmer that uses 2, 4d weed killer with amine. They claim that a botanist friend uses it without negative effect of the plants but it targets broad leaf weeds. Does anyone have experience with it for possible use on tobacco or a veggie garden? It is a broad leaf weed killer.

My hopes was to combine it with my abundance of oak leaves and let it compost several months at least.

I dont see for when it comes out the back end of a horse lol but it says it has a half life of 10 days. If I compost it for several months it should be gone for all intents and purposes (.1953125%) after 90 days. I might just give it a shot n germ test in it before I use it! Lol

I just need to figure out how to fetch it without having my own wheels! Lol The picture I estimated from 1.5 yards to 2.
