Low quality flue cured tobacco

I bought 2Lbs of tobacco from Whole leaf. I got the low quality Flue cured Virginia.
I sliced it up into ribbon cut and made cigarettes out of some of it. But It's super harsh and lacks any of the grassy hay like qualities that I know and love from Virginia tobacco.
Will simply cutting it and putting it into jars make it develop over time? Or do I need to take extra steps to balance it out and cure it further? It's my first time doing this so I really don't know what I'm doing.
Thank you for any advice you could give me.

All flue cured burns my tongue badly. I have to blend with burley, and oriental at minimum for a balanced, neutral smoke. My cigarette blend (which doubles as my pipe blend) also contains maryland and a little dark air. For variety, I toss in a little latakia, but I can't take straight flue cured. Many folks can, but I can't.

I don't have a lot of experience either but I bought the sampler pack from WLT. I'm not sure which tobacco you're referring to. Also, I haven't yet tried all the tobaccos in the sampler pack. I really just got it like 2 weeks ago. However, I can say that the Flue Cured Virginia Red Leaf and Flue Cured Virginia Bright Leaf improved a lot after applying the included casing. I'm really liking the FCV Bright Leaf right now. I find it doesn't have any tongue or throat bite. Its rather smooth. Now, I smoke it in a pipe. So, I don't know if that makes a difference. I'm not a cigarette smoker. I don't know if you'd want to use a tobacco brought up to case for cigarettes. I suppose its worth an experiment. Casing mixes are rather simple if you don't want to buy one.

I think he might have ordered the "Low Grade Organic Canadian Virginia Flue Cured" offered by Leaf Only (I hope I'm not breaking any rules by mentioning a different company).
Sounds like it. Reading the description, it sounds like you're buying leftover scraps and - I'll quote - "generated ... from the moving and packing of whole leaf". Draw your own conclusions form that.

WLT sells, near as I can tell, nothing of the sort. The leaf I have from them is very nice indeed. I do like "that other place" selling 1/4 pound sample sizes, so I can try out some things I haven't ever seen/smelled/smoked before and may or may not want to use a lot of. To be fair, I WLT has included samples of things when I ordered from them, and those samples were much appreciated. And unexpected. Maybe they'd have included a sample of somethign specific if I'd known and asked, I don't know.
