I am sure someone who knows more will chime in but germination depends largely on temperature, humidity/moisture, and light. Not knowing your location, could be a combonation; or seed was lightly covered; Tobacco seeds need daylight to germinate.

You might sprinkle a few on a wet paper towel and put them in a plastic take-out food container (with the cover on) in a warm place. You should see results in 10 days or less. If you choose you can transplant the sprouted seeds to your seedling soil at this time. I always transfer three cause I usually screw up at least one.

Don't cover the seeds and only keep them damp, not wet.

I really like BigBonners plastic jar greenhouse method but can't find the thread it was buried in. Maybe he could start a new thread and we could have a mod make it a sticky. HEY BIGBONNER!!!!!!
