Does any one have Photoshop ?
and the skills to fix up a photo for me ?

This is a picture of my friend who died recently
He is four years old in this picture
Were trying to get it fixed up before his memorial

My Photoshop is too old to have the appropriate filters. I have seen photo kiosks that have a "remove scratches" filter. I would suggest taking it to a good local photography shop, if any still exist there, where they develop film, print pictures, and work with studio prints. Most studios have the ability to repair tear marks from a digital copy of the image.

I'm not sure if this is an improvement. The difficulty is that the detail around the lips is simply missing from the photo, and when I blow it up, there aren't that many pixels to work with. It's all manual manipulations.

That's much nicer. There is still a bright streak on the lower lip. If you can blow it up and lightly touch it with the Burn tool, I think it would do the trick.

EDIT: Create a duplicate layer, and work on that one, so you can remove it if it makes it worse.

I made the video and tested it down at the Bungalow Tavern where she wants to have the memorial
They have a big giant TV and it played great there wasn't a dry eye among the 4 of us that watched the test run.
John was a logger by trade and traveled the logger employment trade to Alaska from here in Washington State
It's a rough life thats for sure ....you earn your pay.
