Tobacco importation through luggage NZ.

Hey guys I'm thinking of bringing some tobacco through my luggage when I come back to NZ.
As you remember they banned tobacco imports via international mail and require a permit now. But I remember trading bringing via luggage is unchanged, do you guys have any tips I guess it will need to be heat treated do I declare to both customs and mpi as unmanufactured.

"Mark O'Toole said travellers bringing tobacco across the border in their luggage would not need a permit, nor would people importing cigars, cigarillos, water-pipe tobacco, chewing tobacco, snuff and snus

Hmmm the article you linked to is a bit ambiguous I think. How much tobacco are you thinking of bringing in and how much would it cost you? I think if it were me, and if you're not aware of any financial penalty, is just try my luck and pop some in my suitcase. If you're rumbled the worst that could happen is that your leaves would be confiscated.

I don't know maybe 5 pounds unprocessed. In NZ one kilo is like $1300.
