That's the venerable DIngus Island FIne Cut Shag Flake. Low on N, High in Fiber

I prefer natural tobacco, without casings. But this particular variety, Nicotiany nullam, is unpalatable without a sweet top dressing as well as a considerable quantity of humectant.

They're a larger variety of the more common Mini Wheat, which is generally a little sweeter - often with notes of cinnamon or berries.
