The leaves are harvested from the lowest part of the plant first (1^st stalk position) which means these leaves are exposed to much less sunlight than the upper leaves. This is a thinner leaf most often used for assisting with burn qualities.  This term is often called Volado, or Libra de Pie in Spanish regarding cigar tobaccos.
