My very limited knowledge tells me it either Frogeye (Cercospora Nicotianae) or Wildfire (Pseudomonas Syribge PV.Tabaci).

Kind of light creamy white.

My GL939 had white spots on all the lower leaves but no spots on any of the other 7 varieties of tobacco in the same garden. Didn't have spots last year though. Haven't quite figured what it is yet.
