I am not an attorney. I just scanned through the Iowa tobacco code of law. If it is for personal use, you do not sell it, and do not give it to a minor, there appears to be no restriction. The laws seem to relate entirely to access by minors, and sales of tobacco and tobacco products by a retailer. If you have concerns about this question, you should contact an attorney in your state.
