While the water content might not be the problem in light of your oven experiment, you can get a pretty good idea of the moisture content of your cigar by placing one or a few from one batch into a small humidor with a hygrometer. I bought a small cheap acrylic one with a hygro right in the lid for exactly that purpose.
So with no moisture source in the humidor except the cigars in question, I can just close it up for a few hours and read the dial. If it reads around 65% then they should have the proper moisture content, and you can look at one of the other possible causes.
