New 25% surtax when importing goods from USA to Canada.

I recently imported some raw leaf tobacco. There was the usual 5.5% gst, 9.95$ CBSA brokerage fee, they didn't charge any duties as they rarely do, all normal and acceptable. The stinger was a 25% special surtax which is pretty much a counter tarrif Canada imposed on the USA, it is charged on CUSMA eligible items. They pretty much charge you 25% of the declared value of the item(s) and add it in the duties field. I figured this may interest some folks to know beforehand and be prepared, I had to dish out an extra 56$ that wasn't planned.

I ordered 4 1/2 lbs and the total cost, including Canada Post's cut, is $81. This is close to twice as much as what I paid last time. I'm seriously thinking about refusing the parcel. I don't care if I don't get a refund from Whole Leaf, I'm at a point where knowing the government won't make money to my detriment puts a huge smile on my face. :D
No, it's not much compared to what I would have paid for, let's say, 200g worth of tins, but, added to the price of everything going up (especially, groceries), it's simply becoming more and more frustrating.
They always come up with something to screw us. I guess I've had my fill.

Hey, how are you doing? It’s crazy what’s going on in this world now a days! I was wondering if you are from Quebec and if you ever had trouble ordering raw tobacco leaf from WLT? Trouble at with your package at the border/customs ?
I'm in Montreal. I've been ordering from WLT for years no problem. You pay 5.5% tax on the value of the tobacco, 1.57$/kilo duties but they never charge it and 9.95$+tax brokerage fee. Once in awhile you get a freebie and the package slides through untouched. It's very little to pay for getting such great tobacco leaf.

At least the surtax is done now since September 1st, it was short lived.
