That would happen with some of my own, home-grown maduro leaf. My fingers always turn brownish when I handle wet tobacco. No need for conspiracy theories.
Some color, sure. But how much? My boss also mentioned that any cigar would leave something. He didn't expect it to leave no mark at all, but he described it as if he were rubbing an oil crayon on his shirt.
I had some cigars I picked up from a shop in Austin TX, and i was pretty convinced that they were artificially coloured, based partly on how dark my lips got when smoking it, but also by examination of the leaf which kinda looked like the colour was on the surface, and almost too uniform.

Assuming the u and a are switched, yes, same place. I didn't know much at the time and had never rolled my own. There were no torcedors present. I enjoyed my time there, and didn't find the cigars disagreeable. They all smoked well. I got a hundred of different blends and sizes. The "oscuro" one with the purple label that made my lips brown was the only issue with the cigars. The only problem with the atmosphere was when the salesman's first impulse was to promote their flavored cigars.
Edit: I like Austin, and it strangely reminds me of home. If I go again, i will gladly smoke your cigars instead.
