I find it interesting that the manufacturer decided it was worth forging their own wing nuts rather than just buying them.
I imported you Image to my cad program and re-scaled it.I don't know if this is your device.

I imported you Image to my cad program and re-scaled it.
First I drew the outline on top of the image as best I could.
Then extruded it.
Then I did a 1 to 1 layout.
Then printed it to a PDF file that is scale for a template if anyone wants it.
I didn't know the thickness I made it 0.04"" easily edited.
I also don't know the material it needs to be hardened steel.
I can export to DXF for laser cutting or a STEP file for solids if needed.
I can do this with most shapes if I have a good scanned jpg it will be already to scale.

Earlier I questioned whether or not the blade on Bob's cutter would fit mine and it turns out it will with a minor modification. On my cutter, the track for the thumb screw is further out by about half the width of the track. After printing, cutting, and repeating a few times, I came up with a track placement that works.
Thank you for posting this for all to use. I'd say it cut the time out of this project by about 90%.
Bob if you could and have time and the blade you posted handy print the PDF Tuck Cutter Blade and see how close I was.I've added that template post to the Index of Key Forum Threads.

Bravo! It's a more precise match than I would be able to make from either metal or cardboard. The thickness seems to be identical as well.
Of course, the true oldies were often one-off parts, and will need adjustments, in order to fit. Your specs are sufficient for a mass production order of replacement blades, though I'm not sure there is more than a handful of interested parties.

I imported your image and did the same thing but it did not match Bobs exactly.
Anyway I did what I thought was right as far as moving the pivot slot maybe you can try this one.
I am adding the PDF files for both blades if you print to scale they will work.
