I don't think so. It's possible but you would have to read the law. The simple fact that the terminology specifically lists cigars says that they are differentiating.

There's even words that you wouldn't think have legal definitions. For example, in Canada the term "tobacco product" specifically excludes whole leaf.

I am just putting this out there and don't think that leaf will be affected but that is what they said about rolling tobacco in the States.

This whole situation is a damn shame. In CA, taxes are so high it's nigh impossible to buy a decent stick for under $10, with most of them being $15 or more.

I am just putting this out there and don't think that leaf will be affected but that is what they said about rolling tobacco in the States.

"Rolling tobacco" refers to that used in RYO cigarettes.

In the US, it is my understanding, tobacco leaves aren't defined as tobacco products until the center stem is removed. Until that happens, it's still just an agricultural commodity.

I've tried clarifying the FDA's murky definitions and that's the best I could come up with. If I am mistaken, hopefully someone can set me straight.

That is what it is now. Not sure if they will try and change it. Canada the personal exemption is due to leaf being transferred from reserves. for making cigarettes. Tp transfer a truckload of leaves you need to have a license.

I am not sure how to read it I know here all flavoured tobacco is banned including menthol

You are not incorrect. The law hasn't changed in about 80 years. Leaf tobacco is not a tobacco product.
